On April 17, 2013, an ammonium nitrate explosion occurred at the West Fertilizer Company storage and distribution facility in West, Texas, 18 miles north of Waco while emergency services personnel were responding to a fire at the facility. At least 15 people were killed and more than 260 were injured. The explosion damaged or destroyed over 200 buildings. The fertilizer plant caught fire on Wednesday, April 17, 2013 and then exploded as firefighters were attempting to douse the flames.

FEMA declared an emergency declaration on April 18 and on May 1 the declaration was expanded to allow individuals and households affected by the explosion in McLennan County access to Individual Assistance Grants. WSP USA Inspection Services immediately deployed a team of experienced disaster housing inspectors to assist FEMA with the recovery response. Inspectors arrived at the disaster site and completed the initial inspections within the first 24 hours.
